Six months ago, when Korea's Federal Trade Commission opened the international wing of its cartel office, the country's practitioners took notice. The KFTC had been punishing international cartelists for some time, but the office's opening, combined with some wider administrative changes at the agency, signals a long-term dedication to taking on outsiders that stifle competition within the country's borders.
