Circumstances in California have whipped up what one lawyer calls "the perfect storm of antitrust law". The world's sixth-largest economy, it generates almost 15 per cent of US gross domestic product and is the most populous US state. San Francisco is home to the Federal Trade Commission's western field office, and also based there is the branch of the Department of Justice's antitrust division that is widely seen as the source of the worldwide crackdown on international cartels.
