Portugal's competition authority gained a new leader in 2008 - Manuel Sebastião replaced Abel Mateus in March, and the council also voted in a new board. Although the two leaders have similar backgrounds - both held senior positions in Portugal's central bank - local lawyers say that they appear to have very different approaches.
