Mexico's legal reforms continue apace - 2008 saw the country's judiciary approve powers to force companies to provide information or make declarations before the commission. The authority also received the power to conduct dawn raids and its first was carried out in February this year, after the judiciary confirmed that legal provisions for dawn raids were constitutional. No cartel investigations were instigated in 2008 because the constitutionality of anti-cartel legislation was being debated in the courts. The commission says this has now been resolved.
