The UK's Competition Commission is unique. Unlike most other enforcers, it has no cartel or abuse of dominance responsibilities. It focuses on merger referrals, from the Office of Fair Trading, sectoral regulators, or the secretary of state for business and enterprise. It also conducts market investigations (after referrals), where resources are targeted with a view to understanding markets as a whole and identifying ways of making them more competitive.
