There's something to be said about a cartel enforcer that is willing and able both to fine cartelists to the hilt and to send their executives to prison. While other agencies may threaten lawbreakers with one or the other, only the antitrust division at the United States Department of Justice's antitrust division is capable of wielding both weapons effectively in the fight against anti-competitive behaviour. The division's record over the past year under Thomas Barnett cemented its position as the best cartel enforcement agency in the world.
