OFT to refund cartel fine after tobacco defeat

The UK’s Office of Fair Trading (OFT) has agreed to refund a £2.6 million penalty to a retailer that admitted to infringing competition law in the tobacco price-fixing decision overturned in December even though the company did not file an appeal.
