Japan's Fair Trade Commission
Last year, Japan's Fair Trade Commission received 50 leniency applications, the second-highest in Rating Enforcement. But according to the authority's financial year figures, which run from April 2008 to April 2009 (meaning some of it strictly speaking falls outside of the scope of this survey), the number is even higher, at 85 - its highest yearly total of applications yet.
