Switzerland's Competition Commission
In 2007, Switzerland's Competition Commission reviewed 45 mergers; in 2008 it reviewed 40. In 2007, it conducted two dawn raids and issued three cartel decisions, while in 2008 the numbers were two and four, respectively. On abuse of dominance, the highest number of cases open in both 2007 and 2008 was 11, while the commission closed one more dominance case in 2008 than the previous year. Staffing levels remained relatively constant, and the budget, leadership and responsibilities of the commission remained the same. A measure of stability is undoubtedly a good thing, but practitioners say that the commission is in danger of stagnating, backing itself into positions from which it can't perform as effectively as the market would like.
